China, Pakistan and Afghanistan have agreed to expand the China-Pakistan Economic Corridor (CPEC) into Afghanistan on Wednesday. This agreement was reached during a trilateral meeting in Beijing, where the Pakistan's deputy prime minister and foreign minister Ishaq Dar, Chinese foreign minister wang Yi and acting foreign minister of Afghanistan Amir Khan Muttaqi discussed enhancing regional connectivity and cooperation. The expansion is intended to boost trade and infrastructure development in the region, which could have implications for India's strategic interests and regional dynamics.
To demonstrate their commitment to development initiatives, the countries agreed to deepen cooperation on the Belt and Road Initiative (BRI) and extend the China-Pakistan Economic Corridor (CPEC) to Afghanistan. Dar is on a three-day visit to Beijing, marking his first high-level interaction after tensions escalated with India.
China has described CPEC as a "flagship project" of the Belt and road Initiative. The corridor links Xinjiang with Gwadar and also passes through Pakistan-occupied Kashmir (POK) where China is investing in anubers of projects.
According to the Foreign Office, the 6th Trilateral Foreign Ministers' Meeting will be held in Kabul at an early, mutually convenient date. The Foreign Office also confirmed the conclusion of Dar's visit, noting that Beijing and Islamabad had "reaffirmed their iron-clad friendship and advanced their shared vision for international and regional peace and development."
India has been critical of the CPEC, as it passes through Pakistan-occupied Kashmir (PoK), and has opposed China's Belt and Road Initiative, which includes the CPEC. The trilateral meeting occurred shortly after the interim Taliban government in Afghanistan showed signs of warming relations with India, amidst ongoing tensions between Islamabad and Kabul over issues such as the repatriation of Afghan refugees.
During the meeting, the Chinese Foreign Ministry spokesperson described the discussions as “unofficial.” The three countries have not convened their trilateral foreign ministers’ mechanism for some time due to growing differences, particularly regarding Pakistan's handling of Afghan refugees.
The Chinese Foreign Ministry emphasized the importance of cooperation in building the Belt and Road Initiative, promoting the extension of CPEC to Afghanistan, and strengthening regional interconnection networks. The ministers also agreed to oppose all forms of terrorism and enhance law enforcement and security cooperation.
The meeting concluded with a commitment to hold the 6th Trilateral Foreign Ministers’ Meeting in Kabul at a mutually convenient date. This trilateral cooperation aims to promote regional security, economic connectivity, and shared prosperity, while also addressing the challenges posed by terrorism and external interference in the region.
India's Objection to CPEC
India had objected to the expansion of China-Pakistan Economic Corridor (CPEC) in any third country. The Ministry of External Affairs had stated last year that countries participating in projects of the China-Pakistan Economic Corridor (CPEC) would be infringing upon India's territory in Jammu and kashmir. And particularly due to its route through PoK, and has been actively engaging with the interim Taliban government, indicating a shift in regional dynamics.
